Housing and tenant help
Use the correct route to demand repairs, request a Housing Choice Voucher inspection, challenge an eligible PHA decision, obtain records, report a tax-credit compliance concern, or document discrimination and retaliation.
Route the problem
A landlord repair demand, a PHA inspection complaint, and an informal-hearing request are different tools. One letter does not automatically trigger all three.
Describe each necessary repair, when it began, prior notice, access times, and the response you request. Choose a reasonable response date and label it as your requested date—not a statutory deadline.
If a voucher is involved, separately report the conditions to the public housing agency. Identify any life-threatening condition and ask for a complaint number, inspection date, written findings, and follow-up.
Use an informal hearing for an eligible family decision listed in § 982.555. For an inspection result, unit approval, owner remedy, or agency inaction, request written reasons, supervisory review, records, and the complaint route in the current Administrative Plan.
If the property uses Low-Income Housing Tax Credits or another LHC program, ask LHC to confirm coverage and review compliance. If facts involve a protected characteristic, accommodation, or retaliation, preserve the separate fair-housing route.
Voucher enforcement
The PHA must consider complaints and inspect within 24 hours for a reported life-threatening deficiency or within 15 days for another reported deficiency, unless HUD has approved a different period.
24 C.F.R. § 982.405After PHA notice, an owner generally has no more than 24 hours for life-threatening defects and no more than 30 days for other defects. If the owner does not correct the defect, the current rule directs the PHA to use available HAP remedies, subject to the rule's applicability date and exceptions.

The federal rule does not require a hearing over general policy, unit approval, an HQS determination, or the PHA's choice of owner remedy.

Louisiana Civil Code article 2691 places repair duties on the lessor. Article 2694 may allow a lessee, after demand and the lessor’s failure to make necessary repairs within a reasonable time, to make the repair and apply a reasonable cost to rent. That is a fact-specific remedy—not permission to stop paying all rent to pressure a landlord.

Ask LHC to confirm program coverage, preserve the complaint, review compliance, and take monitoring action it considers appropriate.
Separate protected-basis, accommodation, or retaliation facts from an ordinary repair dispute and preserve the one- and two-year federal screens.
Escalation without overclaiming
Use for a listed PHA family decision, such as certain income, utility-allowance, family-unit-size, family-breakup, absence, or termination determinations. Follow the deadline in the notice and current Administrative Plan.
Use for inspection findings, unit approval, owner enforcement, complaint handling, or another issue for which federal law does not require an informal hearing. Ask for the written basis, relevant records, supervisor, and available grievance or complaint procedure.
Use when the facts connect to a protected characteristic, a disability accommodation, or prohibited retaliation. HUD’s administrative filing screen is generally one year; a federal civil action is generally two years, with statutory tolling for qualifying administrative proceedings.
